Oman Environmental Services Holding Company (be’ah) is working closely with Nama Power and Water Procurement Company (NPWP) on the Sultanate’s first-of-its-kind Waste-to-Energy (WTE) project, which has now entered the Request for Qualification (RFQ) phase. The project represents a landmark milestone in Oman’s efforts toward sustainable waste management and aligns with be’ah’s mandate to drive resource recovery and support the national circular economy strategy.

The WTE IPP will be developed in Wilayat Barka, South Al Batinah, and will employ advanced grate incineration technology to treat up to 3,000 tons of municipal solid waste (MSW) per day. Upon its expected commissioning in the second quarter of 2031, the facility will generate between 95 and 100 megawatts of electricity, reducing approximately 302,000 tons of CO₂ emissions annually and supplying around 760 GWh of renewable energy to the national grid each year.

“As the custodian of Oman’s waste management, be’ah has worked extensively over the past years to lay the strategic and technical groundwork for this pioneering project,” said Tariq Al-Amri, CEO, at be’ah. “The WTE facility is more than just infrastructure, it’s a transformative step in how we manage waste, reduce emissions, and contribute to Oman’s circular economy and energy transition goals”.

be’ah has played a pivotal role in the early feasibility stages of the WTE project, contributing comprehensive waste characterization studies, long-term waste supply forecasts, and critical technical inputs that have strengthened the project’s bankability and design. As the exclusive feedstock supplier for the full 35-year operational life of the facility, be’ah and other related stakeholders will ensure a stable and consistent supply of waste diverted from engineered landfills and transfer stations, maintaining both quality and volume.

In addition to its strategic role in waste supply, be’ah will also hold an equity stake in the project, further reinforcing its long-term commitment and alignment with the project’s success.

This initiative is aligned with Oman Vision 2040 and national efforts to reduce landfill dependency, mitigate greenhouse gas emissions, and create green job opportunities. It also underscores be’ah’s strategic focus on energy recovery as a core pillar of integrated waste management, complementing existing initiatives to support material recovery, recycling and hazardous waste treatment.

“The successful integration of the waste and energy sectors represents a breakthrough in innovation and policy alignment,” Tariq Al-Amri added. “It reflects the spirit of collaboration between Oman Investment Authority (OIA), Authority for Public Regulations (APSR), NPWP and be’ah, and our future partners in the private sector.”
